Unit Manager for Labor Market and Adult Education
The Labor Market and Adult Education department has the overall responsibility for the city's municipal adult education and for the city's labor market policy measures. Together, we create conditions for studies and work for Gothenburg residents of all ages, from young people getting their first jobs to adults being given the opportunity to change careers.

JOB RESPONSIBILITIES
The Labor Market department is responsible for supportive measures and labor market employment and is the city's collective resource for Gothenburg residents who need support for self-sufficiency. The department is a leading actor in the labor market policy area and offers a wide range of measures based on the EU's key competencies. The department is expected to work towards ensuring that the transition to further skills development and studies is cohesive, a task that is carried out in collaboration with other activities in the department. The department consists of five units that all need to collaborate to meet the assignments we have. We have just made some changes in the organization and will continue the work towards becoming a more process-oriented organization.
CFA is an operation whose mission is to enable as many Gothenburg residents as possible to enter the labor market through so-called adapted employment. This requires close cooperation with the Employment Agency based on the possible forms of employment they can contribute, but also collaboration with other operations within the department. New target groups with different needs require different forms of employment and workplaces that the unit needs to meet.
In your role, you will collaborate internally with other units within the department, as well as with other units in the department and externally with primarily the Employment Agency. It is also important that you monitor the external environment and early identify what may come in the future.
You are proactive and actively work to ensure that employees have the conditions to move participants closer to self-sufficiency through work or studies. You keep up with the development of new methods, are open to change based on new assignments and thus new target groups, and see the importance of collaboration.
As a unit manager, you will be part of the department's management team and have personnel, budget, and operational responsibility for the employees in the unit.
QUALIFICATIONS
Applicants should have a bachelor's degree (180 credits or equivalent) in behavioral science. Additionally, you should have documented managerial experience and experience in a politically governed organization. You should also have experience in the labor market area, skills supply, and rehabilitation for OSA-employment, which has given you knowledge of our target group. Furthermore, you should have experience in collaboration, partnership collaboration, and responsibility for systematic work environment efforts, as well as fluency in Swedish and English in both written and spoken form.
As a unit manager, you need to be a clear employer representative who sees the importance of internal and external communication functioning. Additionally, you are required to be active in the department's collective work. Part of your job consists of understanding the city's various assignments and supporting the joint work. Since January 1, the department's organization has changed, and there is still much to be done. This can lead to anxiety and increased workload for the workgroup, which is something you should be able to handle.
As a unit manager, you are responsible for finding solutions and contributing to the whole, as well as facilitating the work related to your area of responsibility, together with your managerial colleagues. It is important that you see opportunities for change and create situations where new proposals can be developed, as well as handle criticism of change in a constructive manner. You need to be able to maintain a long-term and sustainable change process, both at the local and overarching levels. You are expected to see yourself as a natural part of the change and the process-oriented working method that the department is working towards.
You should have a good overview of your own area of responsibility and take into account different perspectives to stay updated on the external environment and to create and maintain relevant networks.
Together with the department's management team, you will develop plans and goals, which you will work towards and follow up with the support of your department head. The role of unit manager requires you to identify and analyze the core of problems based on available information and distinguish between the main and the secondary.
For us, it is very important that you are attentive and flexible and that you actively seek others' perspectives and are receptive to them. You also need to have a good ability to perceive intentions from committees and boards. In your role, you contribute to a good work environment and work for a cohesion that creates a team spirit in the department.
